Feds issue rail funding guidelines

The Federal Rail Administration (FRA) recently released interim guidelines for states and regions interested in applying for funds for high-speed rail projects under an $8 billion program through the American Recovery and Reinvestment Act.

The funding is intended to help establish high- speed rail corridors and improve existing service between cities through the stimulus program and a continuing $1 billion annual investment proposed in President Obama's budget.

The program will offer grants for planning and construction on projects in various stages of development. Projects will be considered based on their ability to cut travel time, increase convenience, reduce highway and airport congestion and meet other environmental, energy and safety goals. The guidelines include strict financial and environmental requirements to assure successful projects.

The FRA hosted several regional workshops in May and June to brief stakeholders on the program and gather input before issuing the guidelines, including a May 29 workshop in Houston.  Ten potential high-speed rail corridors have been identified nationwide, including two possible routes through Texas.

The FRA has set a brisk timeline for funding decisions.  Pre-applications are due July 10, and most final application documents must be submitted by Aug. 24. The agency expects to award the first round of grants by mid-September.
