Pass-through Tolling Projects
Pass-through toll financing works by reimbursing a portion of upfront costs needed for the construction or expansion of a state highway project. Put another way, a public or private entity developing the project will finance, construct, maintain and/or operate a project, and TxDOT will then reimburse a portion of the project cost by making periodic payments for each vehicle that "passes through" the highway.

Project Description: Widening of SH 46. Construction improvements to SH 46 from Loop 337 in New Braunfels to west of US 281 in Bulverde and the expansion of US 281 to a 4-lane divided highway from the Guadalupe River to the Blanco County line. The purchase of right-of-way will accommodate construction of express lanes on US 281 in the future.
Project Goals: Improve local mobility and circulation for one of the most rapidly developing regions, as well as enhance safety.
